For the last week my ATLAS Simulation has been stuck at 99.992% with 13 sec left to finish. Status: Waiting for memory
I have 8 cores 75% usage, 16GB memory, 100GB hard drive space for it to use.

Adjust your preferences in the BOINC client to allow it to use more RAM. I believe the default is 50% of the RAM in the computer. Set it higher and see if that lets the task finish properly.
