No, this not true, you don't need to ask for gpu work to get cpu work. Asking for just cpu work gets work.

But you must realize, that the task buffer is very small on the server and you might take 4-5 tries to hit the buffer when it is full and not emptied by the person who contacted the project right before your host did.

To increase your success, just run a automatic polling script to update the project contact every couple of minutes using the boinccmd application.
