Because many clients download many workunits so server has state in progress for them but it is not true, because client have to contact server again to tell it that there is error while downloading. This is good in case that there are for example wus which I just want cancel due to other problems but not due to this problem where server can't know the status before client contacts him again. Well, I can see that I didn't cancel all the workunits. But I will let it now because there are new. Workunits 2xxxx are the bad one but many of them should be canceled.
