A former child inmate at Tasmania's Ashley Youth Detention centre
said he was raped and sexually abused 50 times while in custody, with
guards using his medication as a bribing tool.
Warren, speaking under a pseudonym, has given evidence at Tasmania's Commission of Inquiry into Child Sexual Abuse in Institutional Settings.
He was prescribed Ritalin for his ADHD at three years old and remained
dependent on the drug while in the detention centre.
Warren said he was abused most of his life, his first attacker being his mother who wanted him out of her home.
'I often had bruises on my face which spread all the way down to my ribs.
On one occasion, she smashed my face into the
kitchen bench,' he said.
'I believe she did this so that when I went to school, the
staff could see that I had bruises and hoped I
would be taken away from her.'
Two former inmates of Tasmania's Ashely Youth Detention Centre (above) told Tasmania's Commission of Inquiry into Child Sexual Abuse they were sexually, physically and
mentally abused by staff at the facility
Eventually, Warren was placed in a series of foster homes, but said he kept
running away and committing minor crimes such as stealing clothes in the hopes of being sent back home.
Instead, he ended up in the Ashley Youth Centre at just
13 years old, and his first stay in the facility was
for four months while he was on remand.
Warren mostly tried to keep to himself while in the facility, which he was sent to 21 times over
five years.
Guards were required to visit Warren twice daily, in the morning and afternoon,
to give him his Ritalin prescription. Warren said this is when guards would
sexually abuse him.
'When it was time for me to have my medication, the guards would restrain me by grabbing
my arms and pinning them behind my back to the point where it felt like my arms
were about to break or my shoulder would pop out of the joint,' he
said.
'The abuse alternated between oral sex and masturbation,
depending on what they could get away with on that day.

over the course of five years, starting when he was 14
'In addition to the forced oral sex and masturbation, (one of the
guards) would also penetrate my anus with his penis
whilst another restrained me so I could not move.
'I was anally raped over 20 times over the course of my stay at Ashley.
'
Warren said he was also frequently sexually assaulted during 'degrading' strip searches.
He claims he was sexually assaulted about 50 times during his time in Ashley, the abuse starting
when he was 14 years old.
'I never told anyone what was happening to me,' he said.
'They would tell me that no one would believe me anyway because I'm just a little criminal.'
Guards allegedly threatened Warren they would hurt his
family or turn other prisoners against him if he reported the
abuse.
'I didn't want to say anything because I was afraid of what they could do,' Warren said.
Now Warren says he is still 'in and out' of the prison system after suffering from
drug addiction he attributes to his time in Ashley.
Former Tasmanian Children's Commissioner Mark Morrissey (above) said he was previously warned by an unidentified politician to stop advocacy work against Ashley
'I am a father and would never want any of this to happen to them if they were to take the
same road in life that I did. I hope they don't,' he said.
'Ever since being in Ashley, I have suffered with my mental health and battled substance abuse.
'I have felt suicidal since leaving Ashley and have tried to commit suicide.'
Warren urged the commission to install more cameras in Ashley Youth Detention Centre,
which is still in operation under the name Ashley School, and create an external complaint system accessible for children.
The commission also heard from Simon, who was sent to Ashley about seven times from the age
of 10.
Simon said staff beat him, watched him shower and performed humiliating strip searches on him during his time at the
centre.
In one incident, he said he was forced to spend
two weeks in isolation with just a horse blanket to keep
him warm for failing to listen to staff instructions.
'It was freezing, I'm telling you, it was freezing, it felt like it was
snowing. I was freezing,' he said.
Simon said the guards would viscously hit inmates for minor rule breaks, like
not going to bed on time.
Former Ashley staff member Alysha (above) said she felt 'helpless' in trying to stop
the abuse at the facility
'It was just disgusting the way they treat kids, you know what I mean, there was no
need for it. They can't stick up for themselves,' he said.
When asked why he didn't report the abuse, Simon said: 'I'm just a criminal, that's the
law. They're going to believe the law before a dirty old
criminal'.
When Simon was 17, he asked to be sent to an adult prison, Risdon, instead of returning to Ashley, saying he was tired of
being abused.
'I can sit here and tell you right now the guards at Risdon Prison are a lot better than the Ashley Youth Detention Centre ones,' he said.
Former employee Alysha described working at the facility as 'torturous' and said staff were well aware of the abuse occurring at Ashley.
'I've never felt so helpless in my life. There was nothing I
could do to reduce the risk,' she told the commission.
Former Tasmanian Children's Commissioner Mark Morrissey told the commission the long stints of punishment at Ashley
were a 'form of torture'.
'We've heard evidence of young people being locked in their cells for a week or two or longer alone, often on weekends due to staffing, short staffing,' he said.
'For a young person to be locked in a room, in my view, that does constitute a form of torture.'
Mr Morrissey said he was advocating against practices in Ashley when he was approached by politicians
and told to cut his work.
'I received a phone call asking me to understand that any challenges
I had to the existing system would affect employment,' he said.
'(Ashley) it was a very important employer for the Deloraine district, and essentially (the politicians was) asking me
to back off.

'I wasn't surprised, but at another level, I was surprised that a politician was willing to actually say that to me.'
More than 100 former Ashley Youth Detention Centre inmates have filed a class action against
the Tasmanian Government for the abuse they suffered at the facility.
The commission will continue to hear about the centre until Friday.
