Spam is not a sub-set of UBE, it is not "UBE that is also a scam or that doesn't contain an unsubscribe link".
All email sent unsolicited and in bulk is Spam. This distinction is important because
legislators spend inordinate amounts of time attempting to
regulate the content of spam messages, and in doing so come up against free speech issues,
without realizing that the spam issue is solely about consent.
Various jurisdictions have implemented legislation to control what they call "spam".

One particular example is US S.877 (CAN-SPAM Act 2004).

Each law addresses "spam" in different ways, and as a
consequence, often has different definitions of what they cover, whether they call it "spam" or not.

Spamhaus uses the industry standard definition "Unsolicited Bulk Email" which underlines that "it's not about content, it's about consent".
As such, arguments as to whether Unsolicited Bulk Email messages
are covered under CAN-SPAM or are compliant with CAN-SPAM, are entirely irrelevant.

1) The sending of Unsolicited Bulk Email ("UBE") is banned by all Internet
service providers worldwide. 2) Spamhaus's anti-spam
blocklist, the SBL, used by more than 3 Billion Internet users, is based on the internationally-accepted
definition of Spam as "Unsolicited Bulk Email". Therefore anyone sending UBE on the Internet, regardless of whether the content
is commercial or not, illegal or not, is a sender of spam - and thus a spammer.

Britain is facing some of the worst flooding in decades following the wettest winter in 2
and a half centuries. Through the COBR mechanism, this government continues to take clear action across the board to ensure
that everything that can be done is being done; whether that
is extra pumps and sandbags, a commitment to dredging in Somerset, deploying
the military to shore up flood defences and provide additional support for local emergency services.
We are taking, and will continue to take whatever steps
are necessary. And today I have announced a comprehensive package of new measures
to help-hardworking homes, businesses and farmers hit by these floods to get back on their feet with
special grants for homeowners and businesses, business rate relief, a £10 million fund for farmers
and a £750 million commitment from all the major banks to
provide financial support.

as credit card numbers, bank information, or passwords -- on websites that pretend
to be legitimate. Cybercriminals typically pretend to be reputable companies, friends, or acquaintances in a fake message, which
contains a link to a phishing website. Phishing is a popular form of
cybercrime because of how effective it is. Cybercriminals have been successful using emails, text messages, and direct messages
on social media or in video games, to get people to respond with their personal information. The best defense is awareness and knowing what to look for.

and Teams messages that claim you must click, call, or open an attachment immediately.

Often, they'll claim you have to act now to claim a
reward or avoid a penalty.

To account for the different types of mitigation features,
AIR’s new vulnerability framework assigns a minimum custom level of protection based on the facility’s risk category.
AIR groups the facilities into two major
classes: 1) Facilities with low and moderate contamination potential, such as heavy fabrication and assembly facilities and 2) Facilities with high
contamination potential, such as chemical power plants that handle highly toxic substances
that, if released, would pose a threat to the public and the environment.
To these two classes we assigned a minimum standard of protection of 100-year flood
design levels for both pluvial (precipitation) and fluvial
(riverine) hazard. Note that this level of protection mitigates the risk to
these facilities from riverine flooding, acting
as a custom flood wall or levee. For precipitation-induced flooding, it captures the protection of the drainage
system, such as the use of retention ponds, which can absorb the rain that falls in the facility.
While the facility is designed for a specific standard of protection, it may fail at flood levels below that standard,
or even withstand floods above the standard.
