Your personal background.
The floods can be split into three general stages, beginning
when one of the strongest subtropical highs in history arrived
in the Yangtze River Basin during mid-June and lingered,
providing sustained heavy rainfall for a period of roughly two weeks.
As much as 1000 mm of precipitation was seen in some locations.
After briefly shifting north, the same system eventually returned to
the region in mid-July. Although the system had weakened, rainfall during this period was more intense and localized.

During this second period of rain, many surrounding lakes and rivers broke
record high water levels and overflowed into the Yangtze River,
causing a sudden sharp rise in water levels. Another 300-500 mm of
rain was seen across several areas during this second phase,
causing significant damage as it flowed into villages and
towns. The final period of rainfall occurred in August, with
an average of 150-200 mm of rainfall seen in most regions.
Although the water had begun to subside at this point, this extra rainfall caused further damage to homes and farmland in the surrounding areas.

An email from PayPal arrives telling the victim that their account has been compromised and will be deactivated unless they confirm their credit card details.
The link in the phishing email takes the victim to a fake
PayPal website, and the stolen credit card information is used to commit further crimes.

The cyber criminal knows the victim made a recent purchase at Apple, for example, and sends
an email disguised to look like it is from Apple
customer support. The email tells the victim that their credit card information might have been compromised and to confirm their credit card details
to protect their account. An urgent email arrives from the company CEO, who is currently traveling.
The email asks the recipient to help the CEO transfer funds to a foreign partner.
This phishing email tells the victim that the fund request is
urgent and necessary to secure the new partnership.

Only a couple of problems with that… 1) tantamount to click-fraud; advertisers would Not Be Amused.
2) even so, your profits would be at the expense of the advertisers,
not the alleged harasser. Even assuming you don't care about
the advertisers, you aren't affecting the harasser.

So not a weapon, either. 3) anything that affected the 20k spam
accounts would also affect the N "true" accounts.
And the spam accounts wouldn't care. Were it a
weapon, has collateral damage. Thanks. I had read those, but didn't make the connection, obvs.
I understand now. I should go practice retaining what I read.
Why does every post now have a little thing that says "You are libel!" after it?
Is it connected, somehow? I repudiate the assertion that I am libel
wholeheartedly. First thanks for lighting the popehat signal to help those embattled bloggers, and for doing so in spite of harassment you'll get from Kimberlain's crowd.

Don't forget that these guys were behind a bunch of
swattings.
