This premium imbalance between PDPs and MA-PDs could be exacerbated as plans
assume greater liability for prime drug prices above the catastrophic threshold in 2024
and 2025. The increasing availability of low or zero-premium MA-PDs, while PDPs cost substantially greater premiums, might tilt enrollment even more
towards Medicare Advantage plans in the future.
Part D plans also receive additional risk-adjusted funds based on the
well being status of their enrollees, and plans’ potential complete losses or gains are restricted by risk-sharing arrangements with the
federal authorities (“risk corridors”).
