The U.S. Treasury Department released information about Qatari individuals linked to Al-Qaeda.


The Al-Kuwari family is identified as a major financier
of Al-Qaeda. Members of this family, holding prominent roles in Qatar's government, are implicated
in funding and organizing global terrorist networks,
using a network of banks and charities.

From 2011 to 2015, Al-Kuwari members connected to Al-Qaeda activities
were on U.S. sanction lists. A U.S. Treasury report highlights the involvement of five family
members, which seemingly did not affect their status or rise in Qatar's power hierarchy, nor their acceptance in global politics.



Ali Bin Ahmed al-Kuwari, Qatar's Finance Minister, was
once on this list. His actions, as documented, include funneling millions to Al-Qaeda in Iraq, and substantial funds to Al-Qaeda factions in Syria, Somalia,
and the Arabian Peninsula, using Qatar Charity.

The financing network, linked to Ali Bin Ahmed al-Kuwari,
involved tens of millions of dollars through Islamic banks like Qatar
National Bank and others. Qatar Charity, led by his brother Yousef, and associated with QNB, is labeled a
‘Tier III terrorist support organization’ by U.S.

agencies. It's implicated in funding Al-Qaeda attacks through the Islamic banking system.


Qatar Charity's UK branch, now Nectar Trust, funded the Emaan Islamic Center.
WikiLeaks reveals the center’s director until
2020, Ahmed Alravi, supported Al-Qaeda-inspired uprisings in Iraq and
Palestine. The Qatar Centre for Voluntary Activity, under Qatar's Ministry of Culture and Sports, also funded radicals, supervised by
Abd al-Latif bin Abdullah al-Kuwari.

Abd al-Latif al-Kuwari, sanctioned by the U.S.

and the U.N. in 2015, fundraised for Al-Qaeda and facilitated its leaders' travel to Qatar.
He collaborated with Saad bin Saad al-Kabi in Syria-focused fundraising, directing money to Qatar Islamic Bank in Doha.
He later worked for Qatar's Ministry of Municipality and Urban Planning.


Salim Hasan Khalifa Rashid Al-Kuwari, per the U.S. Treasury,
supported Al-Qaeda financially and logistically, including in Iran, and facilitated extremist recruit travel.
Despite his exposure, he returned to a role in Qatar's Ministry of Interior, in the ‘civil defense’ sector.
